What is Unloc?
Our vision is to help build a highly capable, actively engaged and civic minded generation of young people.
Our mission as a youth-led social enterprise is to develop initiatives that enable our vision.
We aim to deliver unique training packages, collaborative student voice forums and tailored student enterprise programmes that support youth development.
We are committed to engaging with partners such as educational institutions, local authorities, businesses and other youth organisations as we create a positive environment that supports and raises aspirations for all.

Unloc started in 2011 as a small community project run by Hayden Taylor and Ben Dowling who were young people that wanted to see young people getting more engaged with local decision makers. This evolved into a community organisation ‘Question Me’ which ran interactive workshops and debates in schools and colleges in the local area. For the academic year 2012-2013, Question Me began to facilitate the Council of Portsmouth Students – a youth forum whereby young people from every secondary school and college would come together six times in the year to discuss and campaign on specific education issues to lead to whole school improvement across the city. Unloc continues to facilitate this group which is part of one of Unloc’s three key streams of work.
In June 2013, ‘Question Me’ incorporated as a Company Limited by Guarantee under the name of Question Me UK Limited. Throughout 2013 and 2014, Question Me UK developed its core training packages by providing bespoke off-the-shelf packages to meet different needs. These were:
- ACTIVATE – Youth leadership training
- EMPOWER – Local democracy training
- ENGAGE – Training for Primary school councils
- REPRESENT – Training for Secondary school councils
- INSPIRE – Prefect training
- MOTIVATE – Communication and teamwork training
In the same 18 months, Question Me UK signed a partnership agreement with Portsmouth College to co-locate at the college and to provide an exciting new project – the Student Innovation Programme which ran for the 2013-14 academic year and focussed on getting students at the college to start their own businesses to be self-sustaining post-16. For the 2014-15 academic year, the programme developed into ‘Activate Enterprise’ which had a broader remit in order to engage even more students in enterprise and developing an enterprising mind-set.
It was in Spring 2015 that Question Me UK underwent a significant re-branding including changing the company name to Unloc Learning Limited (trading as ‘Unloc’).
